摘　　要：当下方兴未艾的珠三角一体化运动带有明显的政治动员色彩。上级政府主要采用目标设立、会议推动、政策灌输、组织建设、行政包干、政绩考核等方式,强力推动下级政府去完成区域整合的政治任务。政治动员下的区域一体化虽具有短期成效,但就长远而言却存在诸多制度缺失。在珠三角一体化由"浅表一体化"向"深度一体化"发展的背景下,政府不仅要发挥政治动员机制在区域一体化中的特殊作用,更应从政府职能、组织网络、政策工具、合作机制等方面,进行系统的制度创新,从而为区域一体化的可持续发展奠定坚实的制度基础。The government-led regional integration in Pearl River Delta has distinct feature of political mobilization.The higher levels of government mainly use such ways as objectives setting,meeting promotion,policy indoctrination,organization construction,administrative lump sum and performance evaluation to promote lower levels of government to complete the political tasks of regional integration.On the one hand,it has some short-term success,but on the other hand,it has many institutional defects in the long term.In the background of tranformation from the shallow-integration to the depth-integration,governments at different levels should not only play a special role by using the mechanism of political mobilization,but also conduct systemic institutional innovation from adjusting government functions,constructing organizational networks,integrating policy instruments,and innovating cooperation mechanisms,etc.,in order to provide a solid institutional foundation for sustainable development of Pearl River Delta's regional integration.
