摘 要:储罐无组织排放的定量估算是石化企业污染源核查的重要内容,也是环境影响评价中计算和确定大气环境防护距离的重要因素。文章对石油化工环境影响评价中确定储罐无组织排放量的估算方法进行探讨,以兰州炼油厂改扩建储罐区为例,选择《石油库节能设计导则》中推荐的方法对储罐区油气挥发外泄的TVOCs进行无组织排放量估算,并对拟改扩建储罐所在区域环境现状进行调查与评价,利用高斯面源模式预测无组织排放对区域大气环境影响的程度与范围。根据区域实际情况,结合总量控制指标及储罐所处区域环境现状,提出对策与建议。结果表明,将拱顶罐改造为浮顶罐、将小容积储罐改造为大容积浮顶罐等措施可有效减少储罐区TVOCs的无组织排放,从而减轻能源损耗和大气污染。Quantitative estimate of tanks fugitive is an important part for verification of petrochemical pollution source and a key factor for estimating and determining atmospheric environmental protection zone in environmental impact assessment. Several fugitive estimation methods for liquid tanks using in petrochemical environmental impact assessment were discussed. Taking a case study of expansion tank park in Lanzhou Refinery,fugitive were estimated in selecting the method recommended by Design Guideline for Energy Conservation of Petroleum Depots.Based on the investigation and evaluation of regional environment state,the extent of atmospheric environmental impact and scope were predicted by Gauss surface source model.According to specific circumstances,some countermeasures and suggestions were made based on total amount control index and environment state.Results showed that transformation of the dome roof tank to floating roof tank,the small volume reconstruction for large volume floating roof tank and other measures can effectively reduce TVOCs of fugitive in tank park,thereby reducing energy consumption and air pollution.
