基于AHP的方正县农民用水户协会影响因素评价研究

摘　　要：近几年来,随着水田面积的增加,方正县农民"争水抢水"现象日益严重,极大地影响了农村用水次序,增加了民事纠纷,不利于农村和农民生活的稳定。而农民用水户协会作为一个民间性的群众组织,能够增强用水户的节水意识,规范用水管理,增加水事活动透明度,切实维护灌溉秩序,保障灌溉安全,这对促进农业发展、农民增收、维护农村社会稳定具有十分重要的意义。以黑龙江省方正县为例,采用层次分析法(AHP)对农民用水户协会影响因素进行分析和排序,研究成果能为方正县乃至黑龙江省农民用水户协会的建立和管理提供科学依据。Recently,the rapid increase of paddy field acreage has led to more and more serious robbing water phenomenons in Fangzheng County,which greatly affect the water-using order,increase the civil disputes and is unfavorable for stable life in the country.However,farmer water-consumer association,as a civilian mass organization,can enhance the peasants＇ water saving consciousness,standardize the water-using management and increase the transparency of water affairs activities.It can also maintain the irrigation order and security irrigation safety,so it is of great importance to promote agricultural development,increase farmers＇ income and maintain the stability of the rural society.Therefore,taking Fangzheng County of Heilongjiang Province as an example,the method of Analytic Hierarchy Process（AHP for short） is adopted to analyze and sort the influence factors of farmer water-consumer association.The study can provide scientific base for establishment and management of Farmer Water-Consumer Association in Fangzheng County,and even Heilongjiang Province.
