摘　　要：农村土地资源作为一种"特殊商品",在城镇化发展中发挥了不可替代的作用。现如今集体土地的产权主体不明晰、土地流转的规定过于原则、农地征用制度不合理等问题突出,改革势在必行,应从法律上、政策上和制度上加以研究、探讨。The rural land, as a special commodity, is playing an irreplaceable role in the development of urbanization. Owing to problems like the uncertainty of property subject of collective land, the inflexibility of the restrictions of land transfer, the unfairness of the conscription of farm land and so on, it is imperative to carry on the reform, which needs a further study in law, policy and system.
