公益类事业单位改革的路径选择——基于西方国家公共服务部门的改革实践经验

摘　　要：随着我国市场经济的飞速发展,社会公益部门的服务水平和服务质量与公众对社会公共服务需求之间的矛盾日益突出,整个社会要求改革公共服务体制、改善公共服务质量的呼声日益高涨。文章从国家第十二个五年规划中关于事业单位分类改革的总体方针出发,通过借鉴西方国家公共服务部门的改革实践经验,根据公益类事业单位改革的发展态势,就公共服务的提供、法律法规建设和监督制约机制等方面提出了自己的观点和建议。With the rapid development of China＇s market economy,there is conflict between the service quality of public institutions and social need.As a result,there is great need for them to improve the system of public service with a higher service quality.Based on the general aim of the 12th 5-year plan about the reform of public institutions,opinions,as well as,suggestions,concerning the reform are proposed including how to provide public service,law-making and supervision system.
