摘　　要：PPP项目中,私人投资部门的选择至关重要,关系到项目融资、涉及到建设运营整个过程成败.提出私人投资部门的三维评价标准,包括:技术能力、可持续发展能力和关系性合约管理能力.在综合考虑以上三方面因素的基础上,提出私人投资部门选择的指标体系,构建层次结构模型,用AHP方法建立了私人投资部门选择的多目标决策模型并确定每一指标的权重,实现各个方案层的总排序,为PPP项目私人投资部门的选择研究提供一种路径.In the PPP project,private investment department choice is vital,it related to success or failure of the project financing and the whole process of construction and operation.This paper puts forward the private investment department of 3d evaluation criteria,it includs： technical ability,ability of sustainable development and relational contract management ability.Comprehensive consideration of the above three factors based on private nvestment department,it puts forward the index system of choice,constructs the hierarchical structure model,using AHP method to establish a private investment department multi-objective decision-making model of choice and determine the weight of each index,it realizes the total ranking each scheme layer,and provides a path for private investment department choose research in the PPP project.
