摘　　要：公共项目治理机制通过影响项目治理水平促成公共项目管理绩效的改善。传统的公共项目治理理论强调合同治理的正式机制的作用,对于非正式机制的关系治理关注不足,使得公共项目治理理论的现实解释力出现"范式紧张"。通过合同治理与关系治理的文献研究,在二者理论整合动因分析的基础上,构建了公共项目合同治理与关系治理的理论整合研究框架,并据此对其中的关键问题进行了分析。The governance mechanism can promote project management performance improvement by means of influencing governance efficiency in public project.The traditional public project governance theory focused on the role of contract governance（CG）and ignored the aspect of relationship governance（RG）,which resulted in the paradigm paradox of real explanatory power of the theory.On the basis of literature review and motivation analysis of theory integration of CG and RG,the theory integration framework was established and analyzed the crucial issues of the framework,which has some theoretical and practical significance on the improvement of public project governance theory and practical application.
