摘　　要：科技特派员制度是促进科技人才到农村基层开展科技服务和创业的制度,是为有效解决"三农"问题而实行的生产方式、经营方式、管理方式、组织方式的创新型变革。Technical commissioner system is the system to promote science and technology talents to develop scientific and technical service and start an undertaking in rural basic level,and it is also an innovative change to efficiently solve the ＂rural-agriculture-farmer＂ problem.
