摘　　要：从建设—移交模式(BT)的涵义谈起,描述了中国现阶段BT水利项目发展的良好势态,分析了采用BT模式建设的巨大优势。结合水利工程的特点,从建设单位的角度出发,阐述了BT模式应用的潜在风险,并针对潜在的风险提出应对措施,以最大程度地降低风险所带来的损失。From the meaning of BT（building-transfer） mode,this paper presents the good tendency of BT water project development in China at present and analyzes the advantages of BT mode applied in construction.Based on the features of water conservancy projects,and from the view point of construction unit,it describes the potential risk of BT mode application and proposes the countermeasures so as to minimize the loss from risk.
