摘　　要：本文简要回顾了"主动配额制"的来源和历史演变。重点分析我国在2005年与欧美达成纺织品服装协定、采用"主动配额制"的原因和利弊,并联系金融危机以来我国出口商品面临的困境,提出应对的措施。This paper summarizes the original and historical ＂active quota＂. In 2005, the agreement on textile and clothing was reached between China, US and EU, which has had positive as well as negative effects. The authors have put forward some practical measures to deal with export difficulties due to the aftermath of the financial crises.
