摘 要:如何合理考虑电力系统内各区域间输电容量的相互制约关系,对网络容量进行优化协调利用,以确保系统安全可靠运行是可用输电容量决策有待解决的重要问题。在此背景下,通过多目标规划对系统各个部分的输电容量进行同步协调决策,以确保最终得出的决策方案不会超出网络承受负载的能力,并避免由于局部输电容量利用过度而导致的整个系统可用输电容量明显下降的问题。首先,以各个区域间联络线累加功率最大为目标,考虑系统安全约束,构造了以最优潮流为基础的输电容量决策的机会约束规划模型,如此得到的最大输电容量中已经预留了适当的输电容量裕度。然后,采用随机潮流嵌入多目标差异进化算法的方法来求解所发展的优化模型。最后,以IEEE 118节点系统为例,说明了所提出的模型和方法的可行性与有效性。How to reasonably account for the mutually constrained relationship among transmission capacities of different areas, so as to implement optimized and coordinated utilization of the whole network capacity and hence to maintain the secure and reliable operation of a power system, is an important problem to be resolved in the decision-making procedure of available transfer capability (ATC). Given this background, a multi objective programming based framework is presented for coordinated decision-making of transmission capacities among different areas, so as to ensure that the obtained schemes do not exceed the capability of the network supplying the given load and avoid the significant decrease of the ATC in the whole system due to the excessive employment of the transmission capacity in a given area. First, an optimal power flow based chance constrained programming model for the optimal coordinated decision-making of transmission capacity is developed, with the sum of the power in the interconnection lines among different areas as the objective function and the system security limits as constraints, and hence in the maximum transmission capacity such obtained an adequate amount of capacity margin has been retained. Next, a stochastic load flow embedded multi-objective differential evolution algorithm is employed for solving the developed optimization model. Finally, the IEEE 118-bus system is served for demonstrating the essential features of the developed model and method.
