基于完善农民专业合作社法律制度的农业产业安全保障

摘　　要：对我国当前几种农业经营模式对产业安全的影响进行了分析,重点介绍了农民专业合作社在保障农业产业安全中的作用,主要有:组织化程度提高对产业安全的促进作用;通过合作社组织形成规模经济对产业安全的推动作用;合作社要素配置能力可以实现资源的充分利用;通过合作社完善产业链条从而保障产业安全。分析了目前我国农民专业合作社的发展困境:组织规模小、经济效益不高、组织运行不规范,表明制度缺失是造成困境的主要原因,提出了完善《农民专业合作社法》中关于联合社制度的建议,以期更好地保障农业产业安全。Currenl status ol several manageruent models oI the agriculture industry is lntro introduced, as well as its impacts on industrial security. The management models are mainly the enterprise -like operation model, ＂enterprise ＋ peasant household＂ model, small-scale peasants＇ oper- ation model, and peasant specialized eooperative model. Functions of peasant specialized cooperative in ensuring the security of agriculture indus- try are introduced, which are enhancing the industrial security by organization degree, promoting the industrial seeurity by scale economy tormed by cooperative organizations, fully utilizing the resources by the faetor allocation capability, and ensuring the industrial security by industrial chain improvement. Development predicaments of the peasant specialized cooperative at present are analyzed, such as small scale, poor economic benefits, and non-standard operation. Analysis shows that institutional absence is the main reason causing these predicaments. And suggestions on improving the eooperati^es system in the Law of the People＇ s Republic of China on Peasants Specialized Cooperatives are put tbrward, in order to better ensm＇e the security nf agrieuhure industry
