精明增长理论对南京城市发展的启示

摘　　要：介绍了美国精明增长理论的背景和内涵,将南京城市空间扩张的特点归纳为人口增长、城市空间扩展、产业扩展3点,指出南京城市空间扩展过程中出现的问题,包括:①城市扩展过程中出现"蔓延"现象;②城市内部空间结构不均匀;③城市历史文脉被破坏。运用精明增长理论分析南京城市空间扩张存在的问题,提出合理制订增长边界,限制增长总量,节约使用土地;严格控制增长强度,充分使用现有资源,集约利用土地;科学评价增长效益、促进资源的循环利用,实现可持续增长的对策。旨在为南京的土地利用总体规划和城市总体规划提供参考。The background and connotations of smart growth theories of America were introduced first, spatial expansion features of Nanjing City were summarized as the following 3 points ： population growth, expansion of urban spaces and industrial expansion. And then problems e- merged in the spatial expansion were pointed out as ： A. ＂Sprawl＂ in the urban development ; B. Improper internal spatial structure of the cit- y ; C. Destructed historical and cultural context of the city. Smart growth theories were applied in this study to analyze potential problems in the spatial expansion of Nanjing, corresponding countermeasures were given as ： making proper growth boundaries, restricting total growth vol- ume, saving land ; strictly controlling growth intensity, fully utilizing existing resources, intensively using land ; scientifically evaluating growth benefits, promoting recycling of resources, and realizing sustainable growth. By learning from overseas smart growth theories, the authors hoped to provide useful references for the overall land use nlanninz and urban nlanning of Naniing Citv.
