基于系统动力学的农村电子政务公共服务研究

摘　　要：从分析农村电子政务公共服务的参与主体及各主体的相互关系入手,构建了农村电子政务公共服务的系统动力学模型。在此基础上,以陕西省为例,利用软件Vensim对模型进行仿真分析。研究结果表明,在模拟区间内农村电子政务公共服务水平和电子农民人数都呈现上升的趋势,而运营商收益则呈现下降的趋势;引导电子农民向电子化服务需求转换以及适当提高单位电子农民服务收入是促进农村电子政务公共服务发展的有效途径。This paper constructs the system dynamics model of the public service of rural E-government based on the analysis of the participators and the relationships between them in the service.After that,taking Shaanxi province for example,computer simulations are made using the software Vensim.The researches find that the public service and electronic peasants show an upward tendency,whereas the revenue of operators shows a downward tendency.Changes from electronic peasants to electronic service demand and increases of service income from electronic peasants in a proper way are effective solutions to the development of the public service of rural E-government.
