摘　　要：随着人们对农村环境质量的日益重视和新农村环保项目开展,为提高环保投资的效率,构建合理的绩效评估指标体系并进行科学的项目评估是很有必要的。在查阅文献、收集资料和调研的基础上,完成了新农村环保项目绩效评估指标体系的初步设计,利用专家打分法和主成分分析法进行指标的筛选和优化,利用层次分析法确定指标的权重。本研究可以为具体的农村环保项目绩效评估指标体系的建立提供依据和参考,进而可以进行科学的评价,规范环保专项资金的管理,提高投资效益,真正改善我国农村的环境质量。With people＇s increasing emphasis on the rural environment quality and carrying out of environmental projects in the countryside, it becomes necessary to improve the efficiency of environmental investment, build a reasonable performance evaluation index system and evaluate projects scientifically. Based on the literature review, data collection and investi- gation, this study completes the preliminary design of the new rural environmental protection project performance evaluation index system, using expert scoring method and principal component analysis to select and optimize indexes, using AHP method to determine the weights of indexes. This study can provide the basis and reference for the establishment of specific environmental projects performance appraisal index system in rural areas, then the scientific evaluation can be carried out, the management of environmental protection special fund can be regulated, furthermore, the investment efficiency and the rural environmental quality can be improved truly.
