摘　　要：通过对省(部)文科重点研究基地建设所涉及的外部利益相关者的角色、责任、重要性和影响度进行定性分析及部类划分,分析当前基地建设中出现多头培育缺乏有效管理而导致创新水平不高现象,揭示成因并提出建立代表作为主的评价制度、形成利益导向的共同治理机制及营造创新文化氛围等措施提升基地创新水平。During the construction of H＆SS key institutes, there exist some problems, e. g. interest conflict and the lack of innovation mechanism under multilateral nurturing. The thesis conducts qualitative analysis and categorization about the role, responsibility and importance of stakeholders and tries to take effective measures to improve the innovation capability of institutes, such as evaluation system based on representative thesis, common governance orientated by interest and innovative climate.
