摘　　要：晚清推行洋务运动后,随着军工企业的建立与发展以及新式枪炮逐步装备部队,清廷开始向欧洲军事强国派遣军事留学生以解决新型军事人才匮乏的问题。在这一过程中,驻外使臣全程参与了旅欧军事留学生的管理与培养,在安排学习、考察学业等方面做了大量的工作,对留学生的推荐使用也提出了中肯的建议。驻外使臣的躬身参与促进了晚清新型军事人才的培养,加快了西方近代军事技术的引进,并初步确立起驻外使臣参与留学生管理的制度,对近代中国留学运动产生了重要影响。With the establishment and development of military industrial enterprises and the troop＇s equipment of new weapons after the Westernization Movement of late Qing dynasty,the Qing dynasty began to solve the new military talents shortage through sending military exchange students.During this process,the diplomatic envoys took part in the management and nutrition of these exchange students and played a very important role in the assessment and arrangement of the study,and they also put forward lots of sound suggestions for the recommendation and use of exchange students.The diplomatic envoys＇ positive participation promotes the nutrition and development of the new military talents in late Qing dynasty and accelerates the introduction of modern Western military technology and thus contributes to the military modernization of late Qing dynasty.
