摘　　要：为进一步加快电子政务基础建设,积极推进地理信息资源的共享,满足政府电子政务对基础地理信息的需求,提出研究和编制北京市政务版电子地形图。本文首先阐述了北京市政务版电子地形图的数据标准制定及其制图编制实现技术;考虑到政务版电子地形图涉密数据特点和应用现状,本文又提出了采用SOA架构、基于Web服务进行政务版电子地形图数据共享发布的总体技术方案,并具体阐述了地图服务的制作方法、步骤及其发布技术,以在政务专网上实现共享服务。In order to meet the requirements for electronic government affairs and the geographical information sharing, the research on the Government Affair E-map was put forward. In this paper, the data standard and compilation technology of the Government Affair E-map were expounded firstly. Considering its sensitivity and application status, the general technical proposal which was used to share the Government Affair E-map by using Service-Oriented Architecture （SOA） and Web services technology was advanced as well. Finally, the method and process of making the map services and the technology of issuing the map services were expounded con- cretely, which could be used to achieve the sharing services on the government exclusive net.
