我国零售药店销售基本药物存在的问题及对策

摘　　要：为促进基本药物在零售药店中的优先使用,进一步促进基本药物制度的推进与落实,文中通过分析我国零售药店销售基本药物存在的主要问题及产生原因,探索相应的解决措施与建议。我国零售药店销售基本药物新老问题并存的现状,使得基本药物在零售药店难以优先销售。对此,针对老问题,应以企业为主导,加强优先使用基本药物的宣传,并建立便利畅通的民众举报系统;针对零差率政策带来的新问题,应变更补偿方式,改"暗补"为"明补",综合运用以上措施以促进基本药物在零售药店中的优先使用。In order to improve essential medicine＇s priority of use in retail pharmacies and promote the advancement and implementation of the essential medicine policy in China,the countermeasures and suggestions are proposed after analyzing the main problems on essential medicine sales of retail pharmacies and the causes in this paper.Essential medicine＇s priority is difficult in retail pharmacies because new and old problems coexist in the sales.Therefore,for old problems,publicity of priority of essential medicine should be enhanced with enterprises as leadership,and convenient public report system should be established in full-scale.For new problems caused by zero-profit policy,the compensation mechanism should be changed from ＂darkness＂ to ＂brightness＂,essential medicine＇s priority of use in retail pharmacies is supposed to be promoted in comprehensive implementation of above countermeasures.
