摘　　要：图书馆战略规划制定活动是围绕组织发展问题而展开的系统管理活动,依赖于合理的流程设计与符合图书馆时代特点的战略内容的结合。本文参考已有关于战略规划程序的研究结果,在调研数据的支持下,依照图书馆机构特点与战略管理理论,提出了包含准备、分析、制定发布三个阶段在内的战略规划流程模型,并从时间发展角度提出周期演进模式,以期为图书馆战略规划制定提供参考。Library strategic planning activities are management activities which are involved with the issue of organization development.The activities depend on rational process design and suitable strategic content which meet the situation of library now.This paper is based on strategic planning process which have been used already and some survey data.Accordance with the characteristics of library organizations and strategic management theory,it has proposed a strategic planning process model which includes preparation,analysis,formulate and promulgate three stages.In development view,the paper suggests about the model of strategic planning cycle.This paper has been finished with the purpose of giving some reference for Library strategic planning practice.
