摘 要:以中小城市为对象,在现有城乡一体行政框架下,从区域中心城市(以建成区为核心)发展的要求与全市域(含农村)生态系统支撑能力之间的相互协调性角度,提出了城市发展生态适宜性概念,构建了以人为中心、以生态为根本,包括城区资源支撑、城区环境状况、城区效率效益、城区民生安全、市域(主要为辖区农村)生态支撑等5个方面的城市发展生态适宜性评价指标体系。并以扬州市为例,采用剩余配权的方法计算其城市发展生态适宜性指数,分析生态适宜性各相关指标变化状况,对改善扬州市城市发展生态支撑环境,促进中心城市可持续发展进行了相关探讨。Targeting to medium and small cities under the existing administrative framework of urban-rural integration from the view about the mutual coordination between requirements of a regional center city(a built-up district as the core)and the ecosystem supportability of administrative region of the city(including rural areas),the concept of eco-fitness for urban development was promoted and an assessment criteria system of eco-fitness for urban development was constructed with the humanity and ecosystem as the fundament,including the supportable resources,environmental conditions and efficiency and effectiveness in urban area,citizens′ livelihood and security,and ecological supporting by whole districts.In the case study of Yangzhou City,the method of"surplus matches right"was applied in calculation of the eco-fitness index of urban development and the dynamic analysis of the values of the eco-fitness index,and a discussion was presented involving how to improve the ecological supportability and to promote the sustainable development of Yangzhou City.
