境外替代种植:保障云南粮食安全的新途径

摘　　要：境外替代种植作为一种禁毒禁种模式,不仅是根除境外毒源对我国危害的治本之策,而且也是云南提高粮食供给水平,确保粮食安全的一项重要战略。本文从粮食安全视角,在总结云南境外替代种植成效基础上,通过分析影响境外替代种植的主要因素,提出以境外替代种植为契机,弥补部分粮食缺口,平衡粮食供求,为云南省粮食安全提供新思路。As a drug ban models,outside planting substitution not only is the eradication of foreign drug sources on the fundamental strategy of harm,but also an important strategy to improve the level of food supply,and ensure food security of Yunnan Province.From the perspective of food security,in concluding the effectiveness of outside planting substitution and analyzing the main factors of outside planting substitution of Yunnan,this paper has proposed that outside planting substitution is an opportunity to cover part of the food gap and balance the food′s supply and demand and then,this paper has also proposed a new idea for food security in Yunnan Province.
