摘　　要：新媒体是以数字信息技术为基础，以互动传播为特点、具有创新形态的媒体。在日常生活中，新旧媒体相互结合，成为公民利益诉求的新平台。但是与此同时，新媒体的迅捷性、跨时空性、交互性等特征使公民在进行民意表达时也会带来诸多弊端，导致网络并不能合理的表达公民的诉求，无法成为公民有序政治参与的平台，其对社会发展的潜在负面影响也值得我们警惕。The new media is take the numerical information technology as a foundation, take interacts the dissemination as the characteristic, to have the in- novation shape media. In the daily life, the new old media unifies mutually, becomes the citizen benefit demand the new platform. But at the same time, new media＇s fast, the cross space - and - time, interactive and so on characteristics cause the citizen when carries on the public opinion expression also will bring many malpractices, will cause the network not to be able reasonable to express citizen＇s demand, will be unable into the citizen order politics part
