摘　　要：美国“国际评估与战略研究中心”中国军事问题专家理查德·费舍尔和《航空周刊》编辑比尔·斯卫特曼联合撰写的《评估中国军事能力》文章出炉，在美国国内引起巨大反响。该文无视近年来中国军队的军事能力在过去基础上有所提高后在参与各国军队应对各种安全威胁、打击海盗、展开国际救援等方面做出的贡献．极度夸大中国军力，竭力渲染中国军事能力对地区乃至对美国形成威胁，宣称美国需针对中国军事能力在军事战略和军事投资项目上做出调整。文章引起的反响反映了美国人那种强烈危机感、民族优越感和以权力为中心的思维特点，或许也是美国政治斗争和军队利益的需要。It evoked widespread repercussions in the U.S.when an article entitled 'Sizing Up China's Military Capabilities' and co-authored by Richard Fisher,an American expert on Chinese military affairs and Bill Sweatman,an editor with the 'Aviation Week' magazine,came out into the open.The article shows complete disregard for the fact that the Chinese military forces have made positive contributions to the world in dealing with various kinds of security threats,crackdown on the pirates and carrying out international relief and assistance together with the other military with its improved military capabilities in recent years.The article tries to play it up about the 'threats' carried out by the Chinese military against countries in the Asia-Pacific region and even the U.S.and assert that in the face of a growing Chinese military,there’s a need for the U.S.to make adjustments in its military strategy and budget allocation of defense projects.It is obvious from this article that the Americans can take on some particular qualities,such as a strong sense of crisis,a national superiority complex and a 'power-centric' mentality.Maybe this article just echoes the demands from the political circles and the U.S.military,or simply serves the authors’ own needs.
