摘 要:限购、限贷、限价、增加保障性住房等行政性调控措施可有效抑制房价,但这些办法会影响地方政府的利益,所以这些措施难以长久实行。采用累进式房产税可抑制房地产投机性需求,成为房地产市场的稳定器,并且可为地方政府提供长期稳定的财源,故累进式房产税才是长久之策。重庆、上海推出的房产税试点暂行办法,涉及面不够广,且没有采用累进式,因此对抑制房地产投机的效果有限。Quantity limit, loan limit, price limit, increasing affordable houses and other administrative price control measures may effectively control housing price. However, these measures will affect the interests of local governments and make the permanent implementation impossible. Besides the measures above, progressive housing tax can inhibit speculative demand too. As the real estate market stabilizer, it can provide the long-term stability of financial resource for local governments, and make itself candidate for permanent solution. Shanghai and Chongqing have launched the pilot interim housing tax, which does not cover broad enough and is not progressive, so the effect of inhibiting real estate speeulation is limited.
