关于卫生事业费实施“第三方付费”模式的策略构想

摘　　要：本文针对当前军队卫生事业费保障中存在的总量不足、核拨时间偏长、标准经费定额核拨方式单一、分配流向不合理、核算方法不统一等五个方面的问题,提出了军队人员医疗费用实行"第三方付费"的改革模式构想,并阐述了模式改革的实施步骤与措施,对"第三方付费"模式实施的可行性进行了系统分析。The author proposed that conceiving of＂Third side billing＂mode about the soldier＇s consumption in medical treatment,according to the five problems in the indemnification existing in the present military EMHU, including the quota of EMHU is lacking,the time for EMHU check and transfer is long,the way of check and transfer on standard expenses is single,the goal of EMHU distribute is not objective,the standard of EMHU calculate way is not identical.The steps and measures of implementing were analyses systematically,also the feasibility of the＂Third side billing＂mode were discussed.
