科学发展观背景下公共行政模式的选择——由管制行政到服务行政

摘　　要：市场经济体制的逐步建立所带来的社会变革对公共行政理念、规则及职能的履行模式都产生了深刻的影响。国内外公共行政的变革和我国科学发展观的本质要求推动公共行政模式由管制行政走向服务行政。当前,认清国内现状和国际环境,以科学发展观为指导,采取各种措施构建服务行政具有重大的理论和实践意义。After stepping into the 21st century,social changes which are caused by the gradual establishment of market economy have brought about profound effect on the ideas and the rules of public administration,and the performing models of functions as well.The reform of public administration at home and abroad,as well as the essence of our scientific concept of development all require the transformation of administrative model from governance administration to service administration.At present,we should recognize the domestic situation and international environment,and the significance of taking various measures to build service administration under the guidance of scientific concept of development is great in both theory and practice.
