关中-天水经济区地方政府间跨区域合作治理问题探析

摘　　要：地方政府间跨区域合作治理模式在国外已推行多年,被证明是一条成功的经验。目前,地方政府间跨区域合作治理已成为我国区域发展和地方治理的重要途径。借鉴欧盟跨区域合作治理的经验,通过组建精简、高效、科学的决策机构、着力打造大西安都市圈、建立关中-天水经济区公共基金、优化区域内政府绩效评估体系、选择适宜的区域合作领域来构建关中-天水经济区地方政府间跨区域合作治理体系,促进关中-天水经济区经济社会的可持续发展。The mode of inter-regional governance based on cooperation between local governments has been implemented in foreign countries for many years,and has been proved to be a successful experience.Currently,inter-regional governance based on cooperation between local governments has become an important way for local governance and regional development in China.To promote sustainable development in of economy and society in Guanzhong-Tianshui economic zone,following measures are put forward,such as learning from the EU experience in cross-regional cooperation in governance,establishing streamlined,efficient and scientific decision-making bodies,creating the Xi＇an metropolitan area,setting up public funds for Guanzhong-Tianshui economic zone,optimizing evaluation system of regional government performance,and selecting appropriate mode of trans-regional governance to build a cooperation system among local governments.
