公民社会生成与非制度化政治参与的治理向度

摘　　要：现代社会的转型是社会秩序趋向动态稳定与公民权益普遍发展的统一,公民普遍化政治参与和制度化的利益表达是现代政治体系的合理化的重要特征。在社会转型过程凸显的公民非制度化政治参与是现代政治体系趋向合理化的伴随产物。公民社会的生成与社会政治体系的合理化是同一实践过程,亦是治理公民非制度化政治参与的逻辑向度。公民社会依存的社会中间力量生成有助于理顺国家政府与社会领域的依存维度,以及公民社会内含的公民主体意识和公民文化有助于培育理性的政治参与主体。考量中国公民社会的生成进度,不能仅仅看在政府主导构建下的可量化的相关民间组织的数量及增长态势,而应侧重于在社会转型过程中以历史的视界动态地考察公民社会组织在促进中国"社会-政治体系"合理化方面的实际功用。Transformation of modern society is a unification between dynamic stability of social order and gener- al development of civil rights. General political participation and institutionalized expression of civic interests are important features of the rationalization of the modern political system. Non-institutionalized political participation in the process of social transformation is a product of trend of rationalization to the modern political system. Gener- ation of civil society is the same practical process to rationalization of social and political system, also a logical di mension to governance of non-institutionalized political participation. It is of great help to get a balance between the national government and social dependency by the NGOs, and to nurture rational political participations by civil consciousness and civil culture among civil society. When viewing the progress of the generation of civil society in China, we should not only consider the number and growth of relevant non-governmental organizations under the guidance of the government, but also pay attention to the actual function to promote the rationalization of China＇s social and political system by the NGOs in the process of social transformation.
