摘　　要：浙江省温岭市的"预算民主恳谈"是近年来在中国乡土社会涌现出来的公民参与政府预算的典型案例,受到社会各界的关注和认可。虽然区域性色彩明显,但这一现象充分体现了民主宪政的精神和理念,为我国公民参与地方政府预算提供了较佳样本。Deliberative discussion on budgeting of city Wenling in the Zhejiang province is the typical case of public participation in government budget appearing in China＇ s rural society recently, attracting more attention and acceptance from all social sectors. Although it has obvious regional feature, it fully represents the spirit and idea of democratic constitution and provides better sample for public participation in local government budget.
