包头市推行医疗垃圾集中处理实践的理性思考

摘　　要：通过对包头市"非典"紧急上马推行的医疗垃圾集中处理制度及其执行情况的分析,对暴露出的政策不配套;监管体系不健全;收费标准低;集中处理率低;设备老化;从业人员素质差等一系列问题进行理性思考和研究,提出以医疗单位为主体的源头治理和以处理机构为主体的终端投入开发及以储运环节为重点的监督管理等对策和建议。According to analysis of medical waste centralized treatment system carried out in Baoton during 5AR5 period and its implementation, a series of problems were rationally thought and researched, including policies not matching well, supervision and management system not perfecting, low charging standards, low centralized treatment rate, equipments aging, and poor competence of staff. Countermeasures and suggestions of medical units as the mainstay of source treatment, treatment organizations as the mainstay of terminal development, and storage and transportation as the keystone of supervision and management were put forward.
