摘　　要：建立全国统一的企业和个人信用信息基础数据库,即企业和个人征信系统,是推进社会信用体系建设、改善我国金融生态环境、完善金融基础设施的重要举措。国际金融危机冲击之下,国际社会普遍认识到征信业务及其监管的重要性,对加快建立征信体系提出了现实要求。特别是中央新疆工作座谈会的召开,新疆迎来了大建设、大开放、大发展的历史性机遇,如何从服从和服务于新疆地方经济社会发展目标的高度,从服从和服务于新疆跨越式发展和长治久安的高度,从打造"诚信新疆"的高度,加强新疆征信系统的建设和应用,值得深入调查和思考。Establishment of a unified national enterprise and individual credit information database,i.e.the enterprise and individual credit reference system,is an important measure to promote the social credit system,to improve financial ecologic environment and to make perfect financial infrastructure.Under the impact of the global financial crisis,it is generally and internationally recognized how important the credit reference business and its regulation is,which proposes a practical requirement for accelerating the establishment of credit reference system.In particular,after the Xinjiang Work Forum held by Central CCP,Xinjiang ushered in a historic opportunity for great construction,more open setup and large-scale development,seen from a higher level,how to obey and serve the objectives of Xinjiang economic and social development,how to obey and serve Xinjiang leaping development and long-term stability,how to build the ＂integrity of Xinjiang,＂ how the construction and application of the credit reference system to be enhanced in this region,etc.are issues deserved in-depth investigation and reflection.
