摘 要:运用层次加权模型方法,构建了一个包括5个一级指标、10个二级指标及22个三级指标的评价体系和方法,从投入能力、研发能力、产出能力、市场能力、管理能力等方面对广西汽车产业技术创新能力进行系统分析和评价,研究发现广西汽车产业技术创新总体能力一般,基本与全国平均水平持平。其中的优势包括:具有较强的制造生产能力、新产品营销能力和科技经费投入能力。而存在的制约因素包括:一是R&D经费缺乏导致产品技术含量低,盈利能力差,自主创新能力薄弱,缺乏核心专利;二是缺乏高质量的技术创新人才,科技队伍不稳定;三是缺乏自主创新意识、缺乏长远战略意识、缺乏赶超意识等;四是缺乏有效的创新管理,研发经费分散、科研机构运作效率低,知识产权管理水平低,知识产权创造、开发利用能力低。研究为提升广西汽车产业技术创新能力提供理论和政策依据。With the measure of AHP, this paper creates an evaluation system and method, which includes 5 first-class indexed, 10 second-class indexes and 22 third-class indexes, to analyze and evaluate the technological innovation ability of Guangxi automobile industry completely from the input, R&D, output, marketing and management abihty. Research finds the technological innovation ability of Guangxi automobile is in the general level of China. Its advantages include the stronger manufacture ability, new product marketing ability and technological fund input ability. And the disadvantages include follows. Firstly, R&D fund is lacked and led to low technological level in new product and low profit, independent innovation ability is week and lacking core patent. Secondly, high quality innovation talent is lacked and the technological team is unstable. Thirdly, independent innovation, long-term strategy and surpass ideology is lacked. Fourthly, effective management is lacked, research fund is decentralized and institute is ineffective. And intellectual property management level is low, intellectual property created and applied ability is week. Research provides the theory and policy foundations for improving the technological innovation ability of Guangxi automabile.
