建设有中国特色行政文化的路径选择

摘　　要：行政文化是行政机关及其公务员在行政管理活动中逐渐培育、生成的行政观念,行为模式,制度规范以及物质形态要素的总和,它是社会文化在行政体系中表现出来的一种独特的文化形式。不同的社会文化背景,不同的行政活动培育出不同的行政文化,行政文化反过来又会对政府机关工作人员的行政观念、行政行为甚至行政体制产生积极或消极的影响。加强现代行政文化建设,对于推进政府职能转变,加强廉政建设,调动公务员积极性,提高行政效率等方面有着非常重要的意义。中国虽然具有五千年文明史,有着非常丰富的行政与管理的思想,但中国传统的行政文化存在着"重个人修养轻制度安排"、"重人治轻法治"、"重层级节制轻民主参与"、"重维持轻创新"、"重形式轻绩效"等缺陷。建设有中国特色的行政文化需要从观念文化、规范文化、行为文化、物态文化等方面入手。Administrative culture is the integration of notions, behavioral modes, regulations and physical patterns arising from the activities of administrative organizations and civil servants. As a special cultural pattern of social culture in administrative system, administrative culture varies from social background to social background, and from administrative operation to administrative operation. In turn, administrative culture has effect on the occupational notions and practice of people in this line, even as well as the whole national administrative system, negative or positive. To strengthen the construction of administrative culture plays a key part in conversion of governmental functions, promoting construction of a clean and honest administration, occupational enthusiasm of civil servants and efficiency of administrative work. Though, china is a country with a history of 5000 years of civilization and abundant rich administration ideas, the traditional administrative culture has various defects such as ＂focusing on personal moral and ignoring regulations construction＂, ＂focusing on personal power ignoring the force of law＂, ＂focusing on authority and ignoring democratic participation＂, ＂focusing on maintaining the present situation and ignoring innovation＂, and ＂focusing on outside form and ignoring effect of performance＂ . It takes effort in cultures of notion, behavior, Standard, and physical pattern to improve the construction of Public Administrative Culture with Chinese Characteristics.
