非营利组织参与农村公共产品供给的制约因素研究

摘　　要：在农村公共产品供给多元化的格局下,鼓励非营利组织参与农村公共产品的供给是一种多赢。但现实语境下,非营利组织参与农村公共产品的供给,还存在着组织自身缺陷、经济实力不足、与非营利组织相关的农村公共产品准入机制还不完善,法制还不健全,供给缺少科学合理的决策和激励机制等因素的制约。本文认为,政府组织有必要监管并引导好非营利组织健康稳定发展,并给予必要的帮助与支持,完善相关法律制度建设,建立科学合理的农村公共产品决策和管理制度等,以化解这些制约因素,改善新时期农村公共产品的有效供给。Based on diversity public goods of rural areas,it is win-wins that non-profit organizations are encouraged to supply public goods.But the existing system exists many restricting factors,such as the defect of organization itself,economic power weakness,access mechanism imperfection,legal system defective,lack of rational decision-making and motivational mechanism.The paper considers that the government should monitor and guide non-profit organizations based on these factors,improving the legal system and building perfect policy,in order to supply public goods in the rural areas effectively.
