摘　　要：生源地助学贷款存在着信息对称,在贫困生认定、信用约束、贷款回收等方面具有相对优势;拓宽资助覆盖面,减轻贫困生的经济、精神负担;"绑定"贷款学生及其家长,信用约束、催还款等贷后管理得到改善;有利于高校回归本位,促进县域经济可持续发展等优势。同时,也存在着贫困生认定依然模糊;贷款供给仍然不足,覆盖率十分有限;还款期限仍然偏短,个性化资助效果不彰;生源地"土政策"的掣肘,资助中心自身运作困难重重;贷款风险管理主体错位;金融生态不良,对生源地助学贷款的推进有诸多负面影响等劣势与威胁。面对各国政府对学生贷款等"民生问题"变得更加重视,学生贷款出现"国有化"趋势以及我国各种金融中介机构、信用体系建设等"市场基础设施"正逐步完善的机会与前景,作为主要承办行的国开行,今后在经营理念、运作模式、产品和管理等方面还要调动各方力量参与防范风险,建立三段信用联结的新模式,推出符合学生特点的新产品。Because of the information symmetry, locally-granted student loans have comparative advantages in identification of impoverished students, credit constraints and repayment of the loans. They have a larger cov-erage of support and lighten the economic and mental burdens of the poor students. They make the parents responsible for repayment of the loans, thereby improving the after-loan management. They help colleges and universities stick to their own duties and promote the economic development of the counties involved. However, there are still some problems with the locally-granted student loan at present such as unclear identification of impoverished students, inadequate supply of loans, too short terms for repayment, difficulty with the operation of the subsidizing center caused by the local policy, misplacement of the subject of loan risk management, and the unfavorable financial ecology. As greater importance is being attached to the issues about people＇s liveli- hood like student loan, the student loan is becoming state-owned, and construction of financial intermediaries and credit system in China is being promoted, the state-funded banks as the administering banks should mobi- lize the forces of the parties involved to participate in risk prevention and establish a tri-credit-connection mode to offer new financial products suitable for students.
