摘  要:河北跃峰灌区为有效解决枯水期水资源短缺和汛期雨洪资源被浪费的困境,采取有偿水权转换与水资源科学调度两种方法。通过有偿调水实现了水资源控制权的转化,科学、合理地调配了水源;在充分利用汛期雨洪资源科学调度水源方面,提升了梯级电站发电效益。在水权转换和水资源调度方面走出了具有探索性的一步,同时也为其它灌区积累了经验。Hebei Yuefeng Irrigation District adopts paid water right transfer and water resource scientific scheduling in order to effectively solve the difficulties that water resource deficiency in dry season and rainwater resource is wasted in the flood season. Water resource control right transfer can be realized through paid water scheduling, thereby scientifically and rationally allocating water resources; improving power generation efficiency of cascade generating plant in the aspects of making full use of rainwater resource in the flood season and scientifically scheduling water sources, and realizing double harvest of water transfusion and power generation efficiency.
