摘　　要：在对国有林权属制度现状进行梳理的基础上,分析了我国国有林权属制度在国家林地所有权、国有林用益权等方面存在的局限性,并提出了完善的建议:明晰国家职能,健全国有林地所有权;明确国有林下资源归属,充分实现国有林经营者的权属功能;健全与完善国有林用益权制度与国有林流转法律制度;完善国有林担保物权制度;健全国有林权属登记制度。The limitations of ownership system of national forest in China on the aspects of national forest land ownership and usufruetuary right of national forest are analyzed based on the present situation of the ownership system of national forest. Some suggestions on the improvement of the ownership system of national forest in China are put forward, which include specifying the national functions ; perfecting the ownership of national forest land; clarifying the ownership of resources under tree canopies; fully implementing the owner＇ s equity of national forest, improving the legal system of usufructuary right and conversion ; perfecting the system of security interest ; improving the registration system of the ownership of national forest.
