摘　　要：作者从宏观的战略高度，系统分析了政策、科技及投入等限制因素与河南小麦生产发展的关系－ 指出在河南小麦生产发展的７ 个阶段中，其单产、总产的变化都是这些因素影响所致，尤其与科学技术进步的关系十分密切，进一步证明科学技术进步是农业生产发展的基础－ 最后作者探讨了河南小麦生产发展的前景，并提出了发展小麦生产的重要见解，为领导决策和河南小麦生产发展提供科学依据－From the point of view of macroscopic strategic thinking,systematical analyses were carried out on the relationship between constraints such as policy,science and technology and investment ,and development of wheat production in Henan Province.It was pointed out that changes of both the wheat yield per unit area of land and the total wheat yield resulted from those factors during all the seven developmental phases of wheat production in Henan,especially from the development of science and technology.And it was further proved that development of science and technology was the basis of agricultural production development.The developmental prospects were discussed of wheat production in Henan and important ideas were put forward to develop wheat production,which provided scientific bases for decision-making and development of wheat production in Henan Province.
