论我国县域生态农业型示范区建设中的政府行为欠缺与异化

摘　　要：县域政府是县域生态农业型示范区建设的主导力量,20多年来,推动着县域生态农业型示范区建设的深入发展。虽然如此,但是也存在着生态管理能力、基本公共服务能力、社会关系协调能力三个方面的行为欠缺以及优惠政策和权力寻租、控制和反控制、强烈的自我发展倾向、随机干预四个方面的行为异化。透析政府行为的欠缺与异化,是政府行为正常运作的必然之举。The government of country town is the leading force for the construction of ecological agriculture demonstration plot.Over the twenty years,it has been driving the construction of ecological agriculture demonstration plot in the county town for the further development.Even so,there also existed three shortcoming aspects,such as the management ability of ecological,basic public service ability,and the ability of social relations coordination.At the same time,there are four acts of dissimilation aspects,such as the preferential policies and power rent-seeking,control and anti-control,strong naturally development tendency,random intervention.It is necessary to dialysis the shortcoming and dissimilation for sound operation of the government.
