政府公共信息资源共建共享模式研究

摘　　要：政府公共信息资源是指政府部门在公共管理过程中所形成和拥有的与政府公务活动有关的信息资源,美国政府认识到政府信息的重要价值,并通过成立管理协调机构、建立健全法律法规、推动电子政务、实施委托图书馆计划等多种措施推动政府信息资源的全社会共享,其先进的经验及成功的模式值得我们借鉴。因此我国政府公共信息资源共享模式构建应从成立常设的政府信息资源管理协调机构、加强信息标准的统一、以《政府信息公开条例》为法律约束、建立地方政府信息资源目录体系等几方面作深入的探索。Government public information resources is that government departments have formed and owed information resources with official activities in the process of public management.U.S.government recognizes the important value of government information and promote the sharing of the whole society of government information resources by a variety of measures,such as the establishment of management coordinating bodies,establishment and improvement of laws and regulations,promotion of e-government,and implementation of the Library Project commissioned.Its advanced experience and successful model worth learning from.Therefore,the constructing and sharing model of my government public information resources should explore in depth from the following aspects：the establishment of a permanent management coordinating bodies of government information resource,strengthening the unity of information standards,the＂Regulations on Open Government Information＂as the legal constraints,and the establishment of catalog system of local government information resource.
