城乡统筹下农村公共品的需求分析——以杭州地区农村为例

摘　　要：通过对杭州地区所辖各县市145户农村家庭的调查,分析现阶段农村公共品的供需适应程度以及需求结构的变化趋势,认为杭州地区农村公共品供给满意程度较为均衡,没有明显落后的区县(市);相比基础设施建设,更需重视公共服务类投入,特别是公共医疗服务体系的建立与完善;政府应承担起公共品供给的主要责任,加大财政预算支出向农村倾斜的力度。Through the investigation to 145 rural families in counties and cities under the jurisdiction of Hangzhou, the paper analyzes the adaptability between supply and demand of rural public goods, as well as the change trend in demand structure. It is believed that the satisfaction of the rural public goods supply in Hangzhou is more balanced, and there is no clear backward section. Compared to the construction of infrastructure, more attention should be paid on public services, particularly the establishment and perfection of system of public medical services. The Government should be chiefly responsible for the supply of public goods; increased the amount of financial budget expenditures inclining to the rural areas.
