全面质量管理体系框架下电子文献资源建设的质量控制——以海南大学图书馆为例

摘　　要：海南大学图书馆自2005年引入ISO9000、ISO11620质量管理和绩效管理系列标准对图书馆进行全面质量管理(TQM)以来,电子文献资源建设质量和服务得到有效提升。TQM体系下电子文献资源建设质量控制包括电子文献资源的相关性、学术价值、检索系统以及数据库提供商的售后服务、馆藏补充能力、经费的投入效益等基本要素。其电子文献资源建设的采访流程、监控机制及评价体制有助于促进电子文献资源建设的良性发展,值得借鉴。Hainan University Library has adopted Total Quality Management（TQM） and got effective promotion of the quality and service of electronic literature resources construction since the introduction of ISO9000 and ISO11620 quality management and performance management standards in 2005.The quality control of the construction of electronic literature resources based on TQM system includes following basic elements：the relevance,academic value,retrieval system of electronic literature resources;after-sale services,collection added ability,benefit of funds investment offered by database providers,and so on.The acquisition process,monitoring mechanism and evaluation system of the construction of electronic literature resources in Hainan University Library contribute to promoting its health development,and its practice is worthy to be learned from.
