摘　　要：进入2009年以来,全球经济出现了触底反弹,但这并不意味着全球经济危机已经彻底结束。各种迹象表明,包括我国在内的全球经济并没有彻底摆脱危机的阴影,全球性就业问题没有彻底改善,"无就业的经济增长"正在演变成为下一阶段全球经济的阶段特征。目前,上海面临着全面转型的艰巨任务,这种转型包括发展理念和经济结构调整的内容,而推动现代服务业更好、更快发展,则是全面转型的应有之意。正是在这样的背景下,本文将立足"十二五"这一时间阶段,集中探讨上海现代服务业面临的发展困境及其形成动因,进而提出这一时期发展现代服务业应该关注的重点问题,以期为决策者提供理论素材和实证依据。Since 2009,the global economy has touch on the rebound,but this does not mean that the termination of global economic crisis has finally reached.All kinds of signs showed that global economic system including China have not completely get out of the shadow of the financial crisis,global employment problems have not completely be improved,＂economic growthe with no employment＂ is evolving to be the main characteristic of the global economy in the next stage.At present,Shanghai are facing huge task thorough transformation,the transition includes idea of development and content of the economic structure adjustment.Promoting modern service industry to be much better and faster is also an important content thorough transformation.In this background,the paper will base on the stage of twelfth five-year plans,focus on the question about the difficulties and reasons of Shanghai modern service development,and then put forward the key problems of moern service industry development in this period.In order to provide theoretical material and empirical basis for decision makers.
