政府政策对高新技术企业专利产出的影响及其门槛效应——来自上海的微观实证分析

摘　　要：本文采用动态面板数据分析模型,利用1996年至2004年上海市125个高新技术企业的面板数据,从实证的角度研究了上海市科技政策对高新技术企业专利产出影响与效果。本文发现,高新技术企业科研能力即R&D人员比例以及R&D投入强度水平对其专利产出有着显著的促进作用,是上海市高新技术企业专利产出决定的重要因素。我们发现政府资助和税收减免政策对于提高上海市高新技术企业专利产出能力有着显著的促进作用,但政府资助和税收减免政策对其专利产出却都存在一个门槛效应。This paper is an empirical research that studies the impact of Government＇s technological policy on the RD expenditure of Shanghai high-tech enterprises.It adopts a dynamic model on a panel data from 1996 to 2004 through 125 high-tech firms in shanghai.Based on the Panel Data,We investigate the complex relationship among technological policies and the RD expenditure of high-tech enterprise in China.We find that technological Policies have a positive impaction on increasing the patent output of high-tech enterprise in China,and there are threshold effects to those policies.
