摘 要:针对当前我国科技成果评估指标体系不完善的问题,通过对国内外科技成果评估现状的研究,基于SMART准则,对指标体系设计原则进行了深入的研究。在此基础上,从科技成果转化的四个步骤着手,结合指标体系设计的层次要求,搭建了科技成果指标体系架构模型,并在此模型基础上,应用专家咨询法、层次分析法结合我国相关法规、文献构建了一整更为科学、更具普遍性的科技成果评估指标体系。最后,对指标体系的权重设计方法进行了研究,并提出综合利用德尔菲(Delphi)法与ABC分类权重法设定权重的方法,对科技成果应用价值的评估和跟踪具有现实意义。Aiming at the issue of imperfect index system for scientific and technological achievements evaluation, by researching the status of technological achievements assessment at home and abroad, the SMART principle has been applied to make deeply research on the principle of index system design. On this basis, this article starts with the four steps of transformation of scientific and technological achievements, combines with the level requirements of the index system, builds the architecture model of index system for scientific and technological achievements, and bases on this model, uses the expert consultation method, AHP and combines with the China's relevant laws, literature, builds a more scientific and widespread index system for scientific and technological achievements evaluation. Finally, the weight design of index system has been studied, and the Delphi method and ABC classification method has been synthetically adopted to set the weight of index, this research undoubtedly has the realistic meaning for the evaluation and tracing of scientific and technological achievements' application value.
