摘　　要：研究目的:研究挂钩政策的含义及内涵,分析挂钩政策实施的投资预算和资金筹集,提出项目实施的资金保障措施.研究方法:系统研究与实例分析相结合.研究结果:1)目前常见的资金筹集方法不能完全满足项目实施;2)在资金筹集中政府和农民投入占主导地位,用地企业和社会参与不足的特征明显;3)为使挂钩项目的顺利实施,应积极探索和采用灵活的资金筹集方式,拓宽融资渠道,建立政府、农民、企业和社会一体的融资渠道.To introduce the connotation of connecting policy,and to analyze investment estimating and fund raising of the connecting projects via an example in Rencheng district of Shandong province.Methods of systematic analysis and empirical analysis were employed.It was concluded that：1） common approaches of fund raising are not sufficient for the requirement of the projects implemented;2） investments from government and house-demolishing farmer are the dominant ratio of fund raising;3） actively explore and adopt more flexible financing,broaden the financing channels,and create a reasonable fund raising chain that involves government,farmer,enterprise and social funds for the smooth implementation of projects.
