争取海洋主动性是我国强国战略的必然选择

摘　　要：在回顾近代史上19个世界强国海洋主动性的历史经验的基础上,本文从政治、军事、经济和外交4个方面论述了争取海洋主动性是当今强国战略布局的重要关键;强调发展海洋高新技术是中国争取海洋主动性的重点内容,并指出我国海洋高新技术及其产业发展中存在的研发投入不足、技术装备落后、人才缺乏、海洋高新技术产业化进程缓慢及其与海军建设和经济实力的关联不足等5大问题;最后提出制定海洋战略是争取海洋主动性的核心。这对实现中华民族的伟大复兴至关重要。This paper thinks that the key to the strategic layout of building the powerful country is to strive for marine initiative and makes an attempt to expound four aspects：political,military,economic and diplomatic aspects.This paper emphasized that the development of marine high-techs being China＇s key content of marine initiative and points out that the five big problems are：lack of RD investment,backward technology and equipment,shortage of talents,slow industrialization of marine high-tech,and the ill-matched relation among marine high-tech,naval construction and economic strength.Finally,this paper proposes to formulate the marine strategy as the core of striving for marine initiative is absolutely important for the realization of the great rejuvenation of the Chinese nation.
