依法治档中“治档”应作何理解?——谁来治、治什么、如何治

摘　　要：依法治档中的"治档"就是管理档案事务的活动。各级党委和政府,档案行政管理部门和相关部门,档案馆(室)、相关机构及其工作人员和公民是"治档"的主体。三者各自承担着相应的管理责任(义务)和享受着相应的权力(权利)。当前,档案行政管理职能正在由微观管理向宏观管理转变,由业务指导为主向依法监管为主转变,依法治档时代已经来临。实施档案行政执法和建立相应的执法监督和权力制衡机制,建设一支过硬的档案行政执法队伍,加强档案法治教育已是当务之急。＂Ruling archives＂ in the archive management according to law is the activities of management of archival affairs.The subject of ＂ruling archives＂ includes citizens、archives of relevant institutions and staffs 、party committees and governments at all levels,the archives administration department and related departments.They undertake management obligations respectively and enjoy the corresponding authority（rights）.Currently,the age of archives management according to law is coming,which performs in a number of ways,such as archives administration functions are changing from micro-management to macro-management,professional guidance oriented to lawfully regulation.Our current need is carry out archives administrative law enforcement and to establish a proper balanced mechanism between law enforcement supervision and power,then to build a strong team of archives administrative law enforcement and strengthen the law-related education of archives.
