摘　　要：低碳经济其实质是以低能耗、低污染为基础的绿色经济,其核心是能源技术创新和制度创新。价值工程的思想、方法与低碳经济发展理念相耦合。低碳经济发展涉及到价值取向、组织形式、激励约束和发展手段与工具等要素。我国目前应采取技术带动型、项目带动型国家低碳经济发展战略和企业带动型、资本推动型、消费引导型、组织推动型和法律约束型低碳经济发展战略。The essence of the low carbon economy is the green economy based on low energy consumption and low pollution,while the core is the energy technology innovation and the system innovation.The ideas and methods of value engineering fit the development concept of low-carbon economy.The development of low-carbon economy involves factors such as value orientation,organizational forms,incentive constraint,development means and tools.At present,the available development strategy of low carbon economic in China are national low-carbon economic development strategies such as technology-led model,project-led model,enterprise-led model,capital-driven model,consumption-guided model,organization-driven model,and legislation-bound model.
